Regulation the Permanent Publications Committee

Ordinance No. 099 of 10/09/2014 approves the regulation, below, of the Permanent Publications Committee of the School of Philosophy and Sciences - UNESP/Marília campus:

CHAPTER I

DEFINITION, OBJECTIVES, CONSTITUTION, ATTRIBUTIONS AND SERVICES

Article 1º – The Permanent Publications Committee of the School of Philosophy and Sciences of UNESP/ Marília campus is an advisory committee of the Direction of this School, to which it is administratively subordinate.

Article 2º – The Permanent Publications Committee of the School of Philosophy and Sciences of UNESP/ Marília campus aims to: 

I. promote academic-scientific publications;

II. define, instal and implement the editorial policy of this School; and

III. to disseminate, with the national and international scientific community, the academic-scientific production of this School or that of researchers linked to other teaching and research institutions.

Article 3º – The Permanent Publications Committee of the School of Philosophy and Sciences of UNESP/ Marília campus will be constituted by at least 5 (five) professors as holders with their respective alternates, appointed by the Direction of FFC, after hearing the Committee in effect

§ 1º – The constitution of the new Committee must preserve at least 2/3 of its previous constitution.

§ 2º – The Committee will elect, from among its academic full members, a president and a vice-president.

§ 3º – The Technical-Administrative employee involved in the work of the Permanent Publications Committee will be considered a natural member of above-mentioned Committee.

Article 4º – The Permanent Publications Committee of the School of Philosophy and Sciences of UNESP/ Marília campus has the following executive duties: 

I – establish the modalities of academic-scientific publications;

II – define guidelines for the guidance of the Editorial Councils specific to the areas of Humanities, Applied Social Sciences and Health Sciences, when applicable;

III – define rules for submission of originals by authors;

IV – receive, preliminarily analyze and forward to the referees appointed by the respective Editorial Boards the originals received for consideration;

V – decide on the possibility and pertinence of publishing works that received favorable technical opinions;

VI – establish the schedule of publications under its responsibility;

VII – ensure the academic and editorial quality of the publications under its responsibility, through direct monitoring: the receipt of the originals and their forwarding to the Editorial Boards; and the services of proofreading, graphic design, editing, layout, printing, distribution, storage and sale of these printed and electronic publications;

VIII – manage and administer the FFC Participatory Budget Publications Fund, whose objective will be to finance publications under the responsibility of the Publications Committee.

Article 5º – For the development of its activities, the Permanent Publications Committee of the School of Philosophy and Sciences of UNESP/ Marília campus shall have the support: 

I – of a technical-administrative employee to perform secretarial functions;

II – of the Technical Section of Support to Teaching, Research and Extension (STAEPE), under whose responsibility will be the execution of the editing and layout services (according to Annex II, of UNESP Ordinance 06/2001) of the publications under the responsibility of this Committee;

III – the Technical Library Service of the School of Philosophy and Sciences of UNESP/ Marília campus, under whose responsibility will be the documentary review services;

IV – third parties, whose responsibility will be the execution of technical-editorial review, graphic design, distribution and sale of publications under the responsibility of this Committee; the technical-editorial review and graphic design services must be contracted in accordance with the norms in force at UNESP, or even through resources from publication assistance obtained from research funding agencies;

V – from the printing office of the School of Philosophy and Sciences of UNESP/ Marília campus, whose responsibility will be the printing services of publications under the responsibility of this Committee;

VI – from the Publishing Laboratory of the School of Philosophy and Sciences of UNESP/ Marília campus, whose responsibility will be: the administration and forwarding of the legal procedures involved in the publication contracts; and administering the distribution, storage and sale services of these print and electronic publications.

Sole paragraph – in order to obtain subsidies for the exercise of its attributions, the Permanent Publications Committee of the School of Philosophy and Sciences of UNESP/ Marília campus must be periodically informed about the progress of the services described above under the responsibility of the Publishing Laboratory of the School of Philosophy and Sciences of UNESP/ Marília campus. 

 

CHAPTER II

SPECIFIC EDITORIAL BOARDS

Article 6º – The Permanent Publications Committee of the School of Philosophy and Sciences of UNESP/ Marília campus will constitute the Specific Editorial Councils of books in the areas of Humanities, Applied Social Sciences and Health Sciences with at least 5 (five) members in each Council appointed by the Departments of Education and Graduate Programs of this School.

§ 1º – The appointment of members must consider thematic affinity, experience and academic excellence in their respective areas.

§ 2º – The members of the Councils can be external or FFC professors.

Article 7º – The Editorial Councils of books will appoint ad hoc reviewers, internal and/or external to the School, to evaluate the originals received for consideration.

Sole paragraph – whenever necessary, the Specific Editorial Councils will be consulted regarding the editorial policy.

Article 8º – The Permanent Publications Committee will constitute the Council of Scientific Periodicals Editors of the FFC present on the FFC Scientific Periodicals Portal, whose functioning will be defined by its own Rules to be prepared by the respective Council and submitted for approval by the Permanent Publications Committee.

CHAPTER III

PUBLICATIONS MODE

 Article 9º – Books: complete works, thematic collections or translations will be published, in both cases resulting from academic-scientific research and studies, with priority for those developed by FFC research professors.

Article 10º – FFC Academic Journals: in this modality, publications that adopt the criteria determined by the national or international QUALIS (CAPES) will be supported.

 Article 11º – Proceedings: Proceedings of events held within the scope of the FFC will be published in the digital version, when organized by STAEPE.

Sole paragraph – In this modality, the work of organizing materials and digital publication will remain under the responsibility of STAEPE. 

CHAPTER IV

RULES FOR THE PAPERS SUBMISSION BY THE AUTHORS

Article 12º – Works intended for consideration for publication purposes in any of the modalities referred to in CHAPTER III of these Regulations must be sent, in digital format and 1 printed copy, to the Permanent Publications Committee of the School of Philosophy and Sciences of UNESP/ Marília campus and presented in accordance with the updated ABNT standards applicable to each publication mode.

 

CHAPTER V

ANALYSIS PROCESS

Article 13º – The originals received will be preliminarily analyzed by the Permanent Publications Committee of the School of Philosophy and Sciences of UNESP/ Marília campus, which will verify compliance with CHAPTER III.

§ 1º – The originals whose presentation is in disagreement with CHAPTER III will be returned to the respective authors.

§ 2º – In order to receive the logo of the Oficina Universitária UNESP Publisher, the publications dealt with in this Regulation must be submitted for consideration by the Permanent Publications Committee of FFC-UNESP-Marília.

Article 14º – The original texts accepted by the CPP will be forwarded to the Editorial Council and/or ad hoc advisors, in order to undergo a merit evaluation.

Article 15º – Based on the merit evaluation, the CPP will decide on the acceptance or not of the work, depending on its suitability to the editorial line and the economic viability of its production.

§ 1º – The approval on the merits only subsidizes the decision of the CPP, not necessarily representing a guarantee of publication of the work.

§ 2º – The acceptance of originals for editorial analysis does not imply a commitment by the Publisher with their publication.

Article 16º – The technical opinions, the final evaluation result and the publication deadline, according to the schedule, will be communicated to the author, who must deliver the definitive text within a maximum period of three months, including, when necessary, the changes suggested by the Committee.  

CHAPTER VI

COPYRIGHT AND PUBLICATION AGREEMENT

Article 17º – In the case of papers approved for publication in the modality "Academic Journals", referred to in Article 10 of CHAPTER III of these Regulations, their authors must sign the Term of Assignment of Copyright to the School of Philosophy and Sciences of UNESP/ Marilia campus.

Article 18º – In the case of works approved for publication in the other modalities, referred to in Article 9 of CHAPTER III of these Regulations, their authors must sign a Publication Agreement with the School of Philosophy and Sciences of UNESP/ Marília campus. 

 

CHAPTER VII

PUBLICATION AND AVAILABILITY IN ELECTRONIC MEDIA

Article 19º - The publication modalities of FFC professors dealt with in Articles 9, 10 and 11 of CHAPTER III with digital support right to technical availability in the FFC Institutional Repository with support from the Technical Information Technology Service and the Publishing Laboratory of FFC. 

 

CHAPTER VIII

OMISSIONS CASES

Cases not included in these Regulations will be resolved by the Permanent Publications Committee of the School of Philosophy and Sciences of UNESP/ Marília campus.

CHAPTER IX 

FINAL PROVISIONS

Article 20º – The provisions of these Regulations may only be modified, in whole or in part, by suppression, addition or redefinition of any of its chapters, articles, paragraphs or items, after deliberation of at least 2/3 of the members of the Permanent Publications Committee of the School of Philosophy and Sciences of UNESP/ Marília campus, in a meeting called especially for this purpose and after approval by the Congregation.

Article 21º – This Regulation will enter into force on this date, revoking Ordinance 86/2009 and retroacting its effects to 09/13/2013.
